I have a Bachelors Degree of Science in Illustration and specialize in sci-fi, super-heroes, and fantasy art. I use traditional as well as digital media. For pencil illustrations price is around 50 for 9x12 anything bigger can be discussed and color (digital or traditional) is 75 and up. I've been working more straight in Photoshop lately but my roots are in traditional media. Watercolor, oil, pen and ink etc. may contribute to price range.
